Who made the rule that only 30% of people bother to respond to anything?

It's for a work-related "thank-you" function. No risk of any expectations - just a thank you.

It is less work for me you they don't come - JUST LETME KNOW - I am not a friggin mind reader (well I am when it comes to my children but that's another matter).
